cPanel → MySQL Databases.

1. Create the database. cPanel prefixes it with your account name, for example fonhost_shop.
2. Create a user with a strong password.
3. Under Add User To Database, select both and grant ALL PRIVILEGES, then Make Changes.

Use the full prefixed names, the user and its password in your application's configuration file. Databases are included with hosting plans; extra ones can be added from the same screen.
